In the image from below from the catalog, you can see Pugsey had a much different color scheme.

Police Chief Clown came carded individually as well as in the Clown Around Police Dept. three pack.

This figure, along with Pugsey the Crook, also came with the Clown Around Paddy Wagon.

Notice that the carded example and loose example shown above are different. One has both thumbs up while the other only has one thumb up. I believe the figure with both thumbs up came carded individually whereas the one with just one thumb up came with the Paddy Wagon.

Next, we have ANOTHER variant of this figure. In addition to the darker color scheme, the feet of the figure are more solid and the only marking is the number 10, rather than the copyright information. I've noticed a few figures I own have these solid feet, rather than the indented feet.
